A dedicated paramedic and EMT for most of his life, Bill exemplified the true spirit of service. His journey brought him to the battlefields of Afghanistan, where he served with distinction as a paramedic, navigating the challenges of war with both skill and heart. A pivotal moment in his career occurred while he was aboard the Deepwater Horizon, where he was present during the tragic explosion in April of 2010, a testament to his bravery and commitment to saving lives even in dire circumstances.

He graduated from Coronado High School in 1989, and later obtained a Bachelor’s degree in Business Administration from Purdue University in 2022, demonstrating that learning is a lifelong journey. Bill was a devoted father to his beloved daughters, Zuriel and Raamiah Francis, who brought him immense joy and pride. His passion for motorcycles added an element of adventure to his life, allowing him to embrace freedom on the open road. Additionally, his dog Kota was not just a pet but a loyal companion who stood by his side through thick and thin, embodying the love and companionship that Bill appreciated.

His warm spirit, accompanied by a gentle smile and a kind word, will be missed by all who had the privilege of knowing him. Memorial services will be held at a later date.
