Charley Payne, a devoted husband, father, brother, and friend, passed away surrounded by his family on Wednesday, July 16, 2025, at the age of 65. He was born on November 12, 1959, in Corpus Christi and went on to graduate from New Mexico State University with a degree in Entomology, a launching pad for a career dedicated to service. For many years, he served diligently as a Supervisor for the Customs and Border Protection, a position he held until retiring in 2023.
Charley's life revolved around his deep affection for his family. He was a devoted husband to his beloved wife, Pam, and an adoring father to his children, Dale and Ashley. Known for immersing himself in the hobbies and interests of his children, Charley found joy in their pursuits, creating lasting memories that will be cherished by all who knew him. His presence was a source of unwavering support, laughter, and joy. He enjoyed the outdoors fishing and golfing, but will be most remembered by his gentle, kind, resilient spirit. He was always full of kindness and thinking of others. He had a gentle soul that cared deeply about people.
Those left to cherish his memory are his wife of almost 38 years, Pam; children, Dale Payne of Richardson and Ashley Palacios and husband Raul of Lubbock; sister, Mary Ann Norris and her husband Kenny of Aztec, New Mexico; brother-in-law, Greg Byrum of Chino Valley, Arizona; and his two grandchildren, Ezra James and Easton Paul Palacios, whose laughter and love filled his heart.
Charley was preceded in death by his parents, Albert and Mary (Kelly) Payne and brother, Jim Payne.
Memorial services will be held at 10:30 am on Saturday, August 16, 2025 at Redeemer Church, 6402 Elgin Avenue in Lubbock.
