Born on February 24,1945, in San Antonio, Texas, he gracefully traversed the journey of life, marked by service, commitment, and a profound sense of duty.

Tom's legacy began with his valiant service in the United States Air Force, where he spent five years as an Air Police supervisor, instilling a sense of discipline and purpose that would guide him throughout his life. His tenure in the military was merely a prelude to a life spent in service to others; he embraced the call of public service in Lubbock, where he worked as a police officer and later with the sheriff’s department. These years were defined by his unwavering dedication to safety and justice, earning him the respect and admiration of his peers and the community he served.

Armed with a Bachelor’s degree with honors in Criminal Justice from Wayland Baptist College and a relentless ambition, Tom later embarked on a new chapter, opening his own business operating a security company. His entrepreneurial spirit illuminated his ambition, showcasing not only his drive but also his commitment to fostering local livelihoods. Those who worked alongside him knew him as a leader—soliciting trust and camaraderie while steering his venture with a firm yet compassionate hand.

A devoted husband, Tom cherished his wife, Waltraud "Angel" Smallwood, whose presence was a harbor of love and support throughout the tides of his life. Together, they fostered a family rich in connection and joy for nearly six decades. He is survived by their son, Marcus Smallwood, whose character and strength echo the values Tom instilled in him. The warmth of his family extended to his siblings, Connie Hale and Tommie Gaye Smallwood-Fulcher, with whom he shared countless cherished months and memories, providing each other with love and encouragement through life’s chapters.

Tom's legacy further lives on through his five grandchildren and two great-grandchildren, who were the light of his life.
